No, they can't fix the oil spills because oil can't dissolve in the water for example sugar can but oil can't.
I wish that answered your question. <- This is actually not a helpful answer as the question never asked if oil could dissolve in water or not. The question was if "they" could fix the oil spill.
The answer is yes and no. They are currently trying to redirect the pipes containing the oil by sawing through it and putting a plug that leads to another reservoir. The no part is that it is impossible to undo the damages done by the oil spill as it has already drastically affected the ecosystems around the Gulf.
No. However, the huge oil slick (oil floating on the surface) visible from satellites is no longer present. All beaches are open. Fishing areas are all opened. Clean up efforts have been greatly reduced. However, a large percentage of the oil spilled will likely never be recovered because it exists as small particles or tar balls, some found deep below the surface. Many remnants of the oil spill are in the wetland areas, and can not be recovered.

No.
BP has stated it expects the well to be plugged by early August, but if every goes perfectly, it could be late July.
At this point, there is significant quantities being captured, but oil continues to be spilled in the Gulf of Mexico.
This depends on the oil spill. Most oil spills eventually stop. See related questions.
They have tried many options so far, none have worked. The latest solution has been to soak it up with sponges.
