By they, I assume you mean city, county or state government. It would vary depending on where you live. If there is no problem, seepage or something to indicate there is a problem, I don't know what reason they would have to even be involved. Some places have expanded the town and what was outside the town is now inside and sewer lines are available. You can be forced to connect to the sewer in most cases, but it would be on a case by case basis. I would think whoever is telling you to upgrade would have to explain why and justify it.
