California unemployment eligibility requires that you have earned a certain amount of wages in the state within a recent (usually within the past 2 years) 12 month period. Six years is too long.
In Maryland the guidelines are that you must not, without good cause, refuse a referral or any offer of suitable work. One of the few factors they will take into consideration is prevailing salary for the job in your geographical area. From past experience if it is not a huge pay cut you cannot get back on unemployment. To be safe check with your local unemployment office.

Not if you go to court! They cannot garnish your wages without going to court to get a judgment. If you fail to show up in court and simply tell the court that the debt is outside the statute of limitations, then you may have a judgment against you. And yes they can garnish your wages if a judgment has already been awarded. So go to court if it goes that far and immediately ask that the case be dismissed based on the statute.
