It all depends on your visa/citizenship situation. If you or your spouse is a Japanese citizen, then of course you can own property and live in Japan, provided you go through proper channels. If you're simply an American citizen looking for a second home in an exotic country, and have no legitimate reason to live in Japan (as an expat in Japan, I can tell you the Japanese government takes a dim view of foreigners without employment staying past 90 days) or means of sponsoring a visa, it might be difficult.
There is no way a person can simultaneously live in two countries at the same time. A person can live few months in Japan and a few months a year in the U.S.
