Yes. However, you're still required to obtain a concealed carry permit in order to do so legally. You may not carry NFA items (full auto weapons, short barreled rifles and shotguns, anything classed as AOW), but percussion pistols are every bit as legal as centrefire or rimfire pistols, provided you have the permit.
Wisconsin doesn't allow concealed carry, so legally you can't conceal one anywhere.

People under the age 21 you are not allow to take the concealed pistol class. You have the be the age 21 or older.
For a concealed carry license, you take a certified course, then you get fingerprinted and put your application in at the County Sheriff's office. For a pistol purchase permit, you apply at the County Sheriff's office.
"Gun permit"? Be specific. There are two types of firearms-related permits which come to mind for NC. The first are pistol permits, required to purchase a handgun in North Carolina (but waved if you have a North Carolina concealed carry permit). Those take about a week. The second is the aforementioned concealed carry permit.. that can take up to 90 days.

There is no gun registration in Virginia. As for concealed carry, you must possess either a Virginia concealed carry permit, or a concealed carry permit from a state whose permit is valid in Virginia.
I would recommend taking the percussion pistol to a local gun shop and seeing what they deem the pistol to being valued at. They would be able to assist you in identifying the marks and giving the information about it, as well as the age.
