Yes, there are a number of states that allow you to get tattooed with parental permission. It may require the parent to accompany you in person to the tattoo parlor. In some states you can only get one if it is to cover another tattoo.
I am a tattoo artist and yes you can get a tattoo at 17 years old without parents consent from age 12-16 you have to have parent consent to get tattoo/piercings in Missouri you are considered a legal adult you can move out and the police will not bring you home if you get in trouble when you are 17 your parents will not get in trouble you will be charged as an adult once you are 17

You could but most likely not at a shop.. I'm 15 and i got two done, one on my right shoulder and one on chest. I paid $30 and $35 because I knew the person. But finding a good tattoo artist that would do you is like finding a needle in a haystack
It depends on where in the world your panning on getting it done, but with the exception of China, most countries/states require you to be 18 years old or older. Therefore i would say just wait a year or 2 rather than rushing ahead and comprimising your tattoo by going to a shop which is willing to tattoo minors (this is NOT a professional shop, therefore i would not trust the artists to do a good job, or a job that is as good as it could possibly be).
