its probably your brake light switch. jiggle the little sensor connected to the top of the brake pedal.

1991 was the last year that VW brought in Vanagons to the US. In 1993 the Vanagon was replaced by the Eurovan until 2003 when VW stopped importing them as well to the US.
If pressing the brake pedal does not allow a 2002 VW Beetle to shift there a problem with the brake switch. The switch acts as a safety when shifting a vehicle and if it malfunctions the transmission will not be able to shift out of park.
The base model is 2wd. They also made "synchro" models that are 4wd.
If it won't shift out of park sometimes or all the time it probably needs a new brake light switch.

There is a recall for this part, contact your local VW dealership. The problem is in the brake light switch, it is a faulty part. If you have had prior repairs and paid for them on this part you can get a refund from VW.
