It might be true. Even if the handle is down, the cable might have frozen (rusted) in the on position. Also check for jammed calipers, the last time this happened to me I had both front brakes locked. Check the temperature of your brakes frequently (if they're locked, the whole metal wheel gets hot.).

A French car that is sold for use in France has the steering wheel on the left. (Left hand drive ) A french car sold for use in England has the steering wheel on the right. (Right hand drive) France drives on the right side of the raod. England drives on the left.
Just make sure the gear stick is in neutral and the hand brake (parking brake) is on. Then try to jump start it as you would do with an automatic car.

Sounds like your power brake booster diaphragm is busted or there is a leak in the vacuum line going to the brake booster.
To burn rubber with no hand brake, give the car plenty of gas. Quickly let the clutch out completely by sliding your foot off of the side of the pedal, spinning the wheels fast enough to break traction.
Sticky or stuck brake caliper. In some cases a damaged brake hose can do that also.
