During Shays's Rebellion, the state was unable to control Shays and his followers and requested help from the government under the Articles. The Articles of Confederation was a weak government and was unable to support, with force, the state of MA in order to aid in the defeat of the rebellion. The Whiskey Rebellion occurred under the new Constitution of the US. Western PA farmers refused to pay the tax that was enacted on whiskey by the new federal government. This was the first test of the new government to enforce the laws it enacted. President Washington ordered troops into the area of western PA and the Whiskey Rebellion collapsed as it became evident that the government was capable of enforcing the law.

Shays Rebellion was when farmers revolted and burned down courthouses and caused lots of damage. They fled once they heard the forces were coming to stop them, most escaped to the woods safely but a few were shot and killed. This rebellion showed government that the articles of confederation did not work, (the articles of confederation was a 'constitution' that created a very loose tie between the colonies), and led to the revising and editing of the articles. The articles were actually thrown out and a whole new document, the constitution, took its place.

Whiskey Rebellion was when the government put a tax on all whiskey (and other alcoholic drinks) made or shipped to the US. Since most farmers drank alcohol they were furious and revolted. This was shortly after the constitution and new government went into action and when Washington sent his troops and they arrived quickly, it proved to Americans the new government would act quickly in times of crisis.
