If it's a skin discoloration with irregular shape and other signs of skin cancer, he/she should see a physician. If it's a lump under the skin, and there isn't really much to see, it's probably a subcutaneous cyst, meaning an oil gland that got closed off and grows internally. If that's the case, it's not a big deal. Either way, if you're concerned, see a doctor to be reassured or treated as the case may be.
