Jefferson believed that the federal government should have very limited powers over the states. He favored The Articles of Confederation which granted minimal powers to the central government. So weak was the federal government under the Articles of Confederation that it lacked the authority to enforce the taxation of the colonies during the revolution, thus the failure to raise adequate money to support the war effort which nearly cost George Washington the victory. Jefferson's Republican party feared that a strong central government would wrestle control over the states setting up a despot who would rule like the king of England, George III, had done.

No. As a democratic-republican Jefferson wanted a country of rural farmers with little government interference. The strongest clue that Jefferson did not favor large, big government are his military and spending cuts that eliminated all the Federalists had achieved under John Adams.

His also was a big supporter of the church in America. He talked about a wall of separation that the state could never destroy.

The setup of the military during this period showed how much the founders did not desire a strong central (Federal) Government. All enlisted men were supplied for war through each State. The commanders (officers) were all Federal Employees. This allowed decision making ability that worked only as long as te States allowed the use of their men for that purpose.
