There is a lot of misinformation on the internet about this, but he was never personally elected in a democratic election. The highest percentage of vote he ever received (even in a run-off election) was about 37 percent, which both times was lower than Hindenburg, the current President. After a lot of political upheaval, social unrest and an economic depression, the president reluctantly agreed to appoint Hitler Chancellor January 30, 1933. Once Hindenburg died, Hitler, as Chancellor, illegally made himself President too. And later made himself Fuhrer. See The Rise and Fall of the Third Reich, by William Shirer for more details.

Yes. In November 1932, the National Socialist German Workers' Party emerged from national elections as the largest party in the Reichstag. His party did not however have a majority. After much wrangling Hitler was invited to form a coalition government with himself as Chancellor and two other National Socialists. All other government posts would be filled with conservative politicians. The idea was that this would force Hitler and the National Socialists to act democratically and the other parties (foolishly) believed that Hitler could be contained and controlled. As it turned out, the fragile, fledgling German democracy was no match for Hitler and soon after his appointment he was able to introduce sweeping dictatorial powers which destroyed democracy in Germany.
