Thomas Jefferson was president from 1801 to 1809. He wrote the Declaration of Independence while he was a member of Viginia's delegation to Congress 1775-1776. Because he was in Europe, Jefferson took no part in writting the US Constitution.

The Declaration of Independence, written in 1776, declared that the American states were no longer colonies of the British Empire; they were free and independent. The United States as a country could not be formd until after independence was declared, the American Revolution was fought to protect that independence, and then the Constitution was written and ratified. The first president of the United States took office in 1789. Jefferson became the third President of the United States in 1801.
