I'd say no. I don't see how the ancient, formerly lost, Italian city of Pompeii, has any bearing on Guide Dogs. I have not found any reports suggesting a Guide Dog was recovered in the ruins.
The specific organization "Guide Dogs for the Blind" serves North America (the U.S. and Canada). However, there are organizations all over the world that provide guide dogs for blind individuals.

Basically everything they made in Pompeii got traded and everything made other places came to Pompeii it was a wonderful center of trade thanks to the Bay of Naples. Pompeii had many merchants selling clothes foods decorations all the normal stuff of today and you would buy all those things from the merchants which traded Pompeii goods for the stuff there selling. :)

Not all blind people use cell phones but I bet at least 40% of blind people use cell phones.
