NOT possible, Congress can not "change," the Constitution! Only the "People." can vote to AMEND the Constitution.
The Fourth Amendment was introduced in Congress by James Madison in 1789.
The 27th Amendment
It prohibited poll taxes.
Franklin Roosevelt was the impetus that passed the 22nd amendment. He ignored Washington's precedent and ran for a third and even a fourth term.
In the US constitution the first ten amendments were passed all at once as the Bill of Rights. All 27 Amendments have been ratified after two-thirds of the House and Senate approve of the proposal and send it to the states for a vote. Then, three-fourths of the states must affirm the proposed Amendment.
they can take any amendment and change its meaning to what they want it to say.
The Amendment process is the formal way to change the Constitution. An amendment may be proposed by two-thirds vote of both houses of Congress or by a convention called by Congress at the request of two-thirds of the state legislatures. Ratification of an amendment takes three-fourths of the states to approve.
