That is not true.
1.) Kopa was created into a few books by an outsider children's book writer who did not even know that there would be a child of Simba and Nala in the movie. As in Kopa was not created by Disney.
2.) And Disney's film makers did not confirm the cub in the first film as Kopa but refered to it as "Fluffy" with no gender given. As in Disney seperated the movie universe that they created themselves from the book universe that they did not create themselves.
3.) Then Disney's film makers working on the sequel film confirmed "Fluffy" as Kiara and one of them did not even know who Kopa is even in June 2011. As in, again Disney seperated the books that they did not create, from the movies that they did create.
---> Therefor the books are nothing more but profit fanfiction and merchandize items, and Kopa has never existed in the movies and was never even an option - as in Simba's ever had only one kid; in the movies a daughter Kiara, and in the books either son Kopa OR a daughter Kiara OR a random undefined cub. Because the book universe content contradict not only the movies but also each other, as in is not one big entity among itself either.

Is Kopa older than Kiara?
No, because Kopa isn't an official character; he doesn't exist in the canon universe where Kiara exists. This is evident from the commentary track by the first film's makers on the DVD release wherein they confirm the cub in the end is not Kopa. Kopa exists in the fanfiction books wherein Kiara doesn't exist, so he is not older than her even in that universe.
