Some times it does and sometimes it doesn't if there are too many people on and your screen loads after they already asked a question after you.

New questions are coming in constantly so there is no way to tell you the most recently asked question.
Currently, no, you cannot browse questions in the order they were asked. However, in the unanswered questions section of any category, the first questions you see on the screen are the most recently asked, and the last question on the last page is the least recently asked.
When your question is asked it will appear in the unanswered questions until other questions are asked and it will slowly fall lower in the list until it leaves the list. You do not have to do anything but ask the question to get it in the unanswered questions list.
Quite a few Supervisors and members of the Vandal Patrol (especially Site Guardians) monitor the recently asked questions and answers.
Recently asked questions are displayed on the homepage of WikiAnswers.com as soon as they are asked. Sometimes when there are lots of folks asking questions, your question can pass by so quick, you won't even see it! You can re-search for your question if you remember the exact wording, or use the Search function at the top of every page to try and locate it. In addition, you can just check your own contributions and find the question you asked.

Questions are posted by their timeline. That means the newest questions are posted first, and will 'scroll' down the list every time another question is asked. It doesn't take very long for an 'apparently new' question to disappear off the first page !
