When you wamr up you want to bring your heart rate slowly up while stretching out the muscles, waking them up, getting them ready for a work out. When you cool down you want to slow the heart rate and end your workut on a good note :) Stretch
When warming up, you normally go hrader in order to pick up your pace and energy. A cool down is for when you finsish an exercise. You normally go at a low pace. Cool downs are good because it is bad to just stop immediatly after a good workout.
