No. The skill level of the guitarist depends on how well a guitarist plays. There is a standard size for Guitars, but 3/4 and 1/2 sizes are also made to accomodate smaller people and young children. A standard size guitar may sound better, harmonically, than a 3/4 or 1/2 size, but size does not dictate how well a guitar player actually plays.
