Generally a rat would try to avoid a larger predator such as a dog but if a rat were cornered or if it were protecting its young it would fight back and try to bite its attacker, regardless of whether that attacker was a dog, cat, fox or human.

I work at a vet clinic and we had one come in that was just a little devil!! They usually bite fingers and like to go to the bathroom all over your hands. Rabbits on the other hand are much more laid back, again depending on the breed you get. It also depends on how you raise them.
