No. That would be illegal, unless you give the lien holder permission to do so. Which is never, ever in your contract. The only way they can track you through some kind of device would be to give it to you someway, like through the mail, and have you accept it, then carry it with you. They would never go through that trouble though, they would just wait for you to leave. If your car was going to be repossessed, but it was in your garage where they can't legally enter, they would just wait for you to leave, then take it.
They also don't even have the technology to triangulate your cell phone, and for a lot of reasons, like legality, and expenses. They could try working with Law Enforcement, but they probably wouldn't get much help from the Police... If they can't get to it legally, they have to take you to court and sue you. That's the only way.
Yes, they can and they do. Which is illegal and considered stalking. These days in our high tech world, anybody can be located and tracked easily. I could track the repo man via plate number, phone number, name, or company name-then locate an IP address all using my phone.
Repo men may call you at home if they are looking for the person who owes the debt. They are usually trying to locate the individual in order to repossess the property. If you are not the person they are looking for, you can inform them of that.
Yes, repo companies can use a cell phone tracking device to locate their car. Most to the time they have chips installed so they can track the car if it is not paid off.

If you keep going 60+ days past due, you receive a right to cure notice w/ intent to repo., and you don't answer your phone. If you show no interest in resolving the situation, they will repo the vehicle and let you deal w/ the problem.

License to repo?? In some states yes..just a few. Paying them to "find" the cars??? that could be as simple as paying a secretary to call debtors on the phone or paying someone to drive by certain addresses looking for a certain brand,model and color of car. You dont have to have a license to make phone calls or to ride around with your eyes open. Exactly what do you mean???
