Yes and no. Soybean seed produced in the US is available in different maturity groups based on the latitude in which they are to be grown. Group 0 varieties are bred for production in the far northern states and southern Canada, while Group 6 varieties are for the southern states. These different groups have very different intended planting date ranges based on day length and length of growing season. Within one group, though, the planting date can be varied by as much as a month or more, allowing the farmer some leeway so he can ensure optimal field conditions.
In US industrial farming systems, farmers try to fertilize soybeans only once, prior to planting, based on soil testing. If they observe a problem during the year, they may do some foliar fertilizing based on tissue testing, but this is somewhat rare.
Soybean on soybeans causes a few problems. First, there is little ground cover with soybean production which leaves the soil vulnerable to erosion. Second, soybean cyst nematode and other diseases like white mold can build up in the soil.
At approximately 3,000 per pound, 1 bushel (60 lb) would be 180,000 soybeans. At approximately 2,500 per pound (a planting size), there would be 150,000 soybeans per bushel. Soybeans can range in weight from about 2,500/lb to about 3,500/lb.

No there is no specific time for planting sugar cane. I will tell you that it is a lot easier to plant in early spring or late fall before frost freezes the ground. The roots and the plant are very resistant to frost and frost damage.
Mass planting is a monoculture of one specific species. Mass planting is one of the most effective ways to develop 'a look'. In its simplicity a mass planting or monoculture is both a cohesive and timeless in presentation. When teaching garden design I am fond of reminding students that, "Mass planting establishes consistency; consistency develops theme; and theme delivers impact!"
