you can add water (distilled is the best). You can add antifreeze (green stuff), or premix.
there is a coolant overflow tank on the passenger side on the firewall (where the back of the hood seals). Or you can add stait to the cooling system. The cap is inline on the upper radiator hose. Start at the top of the radiator and trace the hose back about 2 inches from the engine the cap should be there.
That plastic housing also is where the thermostat is. 2 10mm bolts1 rubber gasket1 failsafe thermostatknowing that you avoided a potential overheating problem and saved youself a TON of money....PRICELESSWhen I do my yearly service I replace the t-stat and flush the cooling system among other things. It may seem like over kill but I've got over 200,000 on the odometer. Everything helps.
Why do you need to add water? Do you have to add it often? Can you see anything leaking on the ground? Does you engine oil look like a milk shake instead of the usual dark black?

On a first generation Neon (95-99) The coolant reservoir is located at the back of the engine on the passenger side. It should have a square yellow cap.
I owned a 1995 neon sc with manual transmission. You don't add transmission fluid like you would a automatic. In fact, the type of fluid my neon required, could only be obtained through the dealer.
You add fluid at the same place you check the level.
