You have to go to a GameStop and bring your DS, DS Lite, or DSi and your copy of Diamond, Pearl, and/or Platinum. Turn it on, and from the start menu select "Mystery Gift". Select "Receive Gift", then press "Wireless Communication". You need to have two or less of the cards that store your mystery gift data. Then, you transfer it onto HeartGold or SoulSilver and it will unlock the Spiky-Eared Pichu that cannot evolve or be traded into other games. It is always female, is level 30, and holds a zap plate.
It should be free. You don't have to talk to anybody in the store. Walk in and turn your DS, DS Lite, or DSi on, turn on your game, and do mystery gift.
