The images on Google are not actually added by individuals. Google uses things called spiders which crawl websites and take pieces of information from them for the listings, such as the title, keywords, a snippet of content and the images. These images are then automatically added onto Google Images. To actually find the owner of these images, you will have to visit the images original source and then search that website for more information.
Chrome does not take images that are in it but on the web. You can upload your image on open source website and get it on Google.

A large number of engine diagrams can be found on Google Images. Another good place to look would be the website of the manufacturer of the engine one wishes to see the diagram of.

Google image search is a great resource for these kinds of requests. Try typing in Florida Seal into the Google search box, then selecting the images link.Once you find an image you want to use it will take you directly to the website that published it.
