Yes Harvard does take this GPA, they don't want to see only your GPA but they want to see your SAT and how involved you are outside of the world. You have a very strong SAT that shows great intelligence. I am currently enrolled in Harvard University and I was in the same situation as you in high school.
The average score on an IQ test is about 100. If you score higher than that, your score will be above average.
There is no maximum score, but the tests aren't very accurate above an IQ of around 140.
The standard IQ tests are calibrated with Elizabeth vos Savant (supposedly the smartest person alive) at 200 and no score above that is possible with these tests. Therefor a IQ of 218 is not possible.

IQ scores are relative. The average IQ score is 100; anything above is above average, anything below is below average. 117 is a very decent IQ score, however, be wary of your sources. Do not trust any IQ results that you have received from 'official' on-line IQ tests. In the UK, there are selective secondary schools where admission is based on tests that are called the 11+ tests because they are taken by pupils after their 11th birthday and before their 12th. These tests are highly competitive so there are a number of outfits offering courses to prepare pupils to perform well at these tests.
