According to Ohio's code, employees can be tested based on reasonable suspicion of substance abuse (drugs or alcohol). If you are applying and they give you advance notice, then they can test you. Also, if they make an offer of employment to you, you can be tested. They are not allowed to test you or anyone else though, because they may be violating your Fourth Amendment rights.
