He doesn'tve naruto in a romantic way but likes him as a best friend. naruto thinks of Sasuke as a brother, however, Sasuke thinks of naruto only as a friend.
They have a "bond" simple as that we cant really say if there lovers or not till the show is over. But kishimotos favorite pairing from all of naruto is SasuNaru. They kissed twice too.. and nobody else kissed twice in the naruto series besides these two.
