Both institutions have the preferred regional accreditation by the Southern Association of Colleges and Schools. Therefore, the coursework and degree one completes through either school will be recognized by all other colleges and universities as well as employers. Outside the fact that Texas Tech University is a bit more selective, both are fine. Some things to consider are as follows. Then you will just have to choose the school you feel best meets your personal needs, wants, and desires.

Texas is by far the better state. What a variety of landscapes. Plus we have more major cities and quite a bit of coastal areas. I don't see Oklahoma with that.
The University of Texas is located in the state capital of Austin, Texas and its Longhorns sports teams are very popular in Texas and the region. The football program in particular has a long tradition of excellence.
Each state is different. Some, like Alaska, Vermont, Rhode Island, Deleware, New Hampshire and Maine do not have a single Division I-FBS (formerly Division I-A) program. Others, like Texas, have many (Texas, Texas A&M, Texas Tech, North Texas, Texas-San Antonio, Texas State, Rice, Baylor, Texas-El Paso, etc.).

The most prominent college baseball programs are Texas, LSU, Cal-State Fullerton, Rice, North Carolina, Georgia. All these have been in or won the College World Series recently.
