If you just buy the water pump it does not come with a timing belt, but the timing belt does have to be removed to access the water pump. You should replace the timing belt at this time. They do make timing belt kits with water pumps. I change several timing belt/water pumps every month. I recommend using Contitech timing kits. Contitech part number TB139K1 is a kit that comes with the timing belt and tension pulley. Purchase a good quality water pump separately, DO NOT use remanufactured water pumps. I use GMB brand water pumps. You will also want to purchase two camshaft oil seals, and a crankshaft oil seal(These seals can only be accessed with the timing belt off) I use Timken seals or Felpro seal sets. If you change all these parts while you have the car apart you will not have to worry about this service for a very long time.

No, you do not have to replace the timing belt at the same time as the water pump. It is highly recommended because there is no additional labor involved since the timing belt must be removed to replace the water pump.
