He may like her and even have fond memories of her, but he's moved on which means he no longer loves her. Some people can change and fall out of love and they can't even explain why. Love is fickle.

I am a girl, and my guy friend liked me and he knew I knew. He asked me out and I eventually said no, we were still friends. He told me afterwards it was really awkward when I knew he liked me. But, you really don't do anything. Don't be shy or obnoxious around her. If she liked you back, she would probably tell you if shes not too shy.
