By instinct cats are attracted to movement of small things. It is a predatory instinct for hunting. But often a cat will become playful if you wiggle your fingers at them, and will attack/play with your fingers by pouncing or swatting at them.

Wiggling your fingers or any kind of movement will cause your cat to go after it, it's their hunting instinct.

The whiskers of cats and dogs serve?

cats and dogs whiskers serve the same purpose that a bugs antenna do. Imagine this. Close your eyes and put four fingers on each cheek. Walk around. You don't bump your face into anything, because your fingers hit whatever you would've bumped into. This is what a cats whiskers are like. Of course, cats aren't blind, but it is just another sense of whats going on!
