NO. Your actual birth mother (if it's about parental consent) needs to attend to prove parental relationship and supply documented proof to be able to sign the release. To have someone else pose as your mother would be considered fraud, and intent to commit fraud to receive a service. Both of those are very serious charges. So don't play games with the age thing, do it right and talk to your folks.

Well, if you know how and you have the tools to do it, yes.but I would have a professional do it, you are not. Although my Mom's Mother pierced my Mom's ears, the belly button of coure is a different story. So, it is your choice if you do your self or not, but I would have a professional do it.
