Lincoln wanted to mend the splits between the North and the South when the war ended. The first thing he planned to do was to have the former Confederate states concede that their rebellion was wrong and to rejoin the Union. Various steps were thought of by Lincoln to do this but his assassination ended his plans for reconstruction. This led to President Johnson's conflict with the Radical Republicans on Reconstruction.

Andrew Johnson served until March 4,1869 and was replaced by Grant who served until March 4, 1877 . There were still vestiges of the Reconstruction government when Hayes succeeded Grant as president, but most of the Reconstruction Era was under Johnson and Grant. Grant was unable to achieve his goals reconstructing the South because of corruption.
In a word, antagonistic. Johnson got almost no support from Congress. Indeed, he was impeached by the House, and just one Senator less than 2/3 of the Senators voted to remove him from office. Johnson was from Tennessee and was viewed as a Confederate sympathizer, which to some extent he was. Unlike much of Congress, he did not want to punish the South further for their revolt.

Passing the 13th amendment which was to allow 4 million slaves to be freed was one of the goals of the radical reconstruction. This was one of the feasible one.
