No. There was just one period when a leader was authorative - Karlis Ulmanis. He was president from 1936 up to the Soviet occupation in 1940. His regime was harmless and the main reasons for it was that there were hundred of parties which could not agree to anything in the parliament. People rather liked him and historically he is a positive figure who faced the ultimatum in 1940 from the Soviet Union to join the Soviet Union. Other Latvian presidents have been democratic.
On other hand Latvia has suffered many occupations by different countries. Just in 1918 Latvia was able to establish first an official country although Latvians are an old Nation. After 1940 Latvia was in hands of Soviets, Nazis and than again Soviets. In 1990s Latvia gained democracy again after the end of Soviet Union.
