At the bottom of each chapter you read you should find a rectangle box in the middle of the page which says'Review this story/chapter' you click on that and it should give you a pop up window to review the story/chapter
If it didn't but the pop up window appears then its properly that you need to log in, which is done on the same pop up page so don't close it, that you've already reviewed or that their is a problem with the site and to be wait for the site to be fixed.
