Call your local papers and make an apointment with the editor. Make up a portfolio of your work you have to present. Include copies of comics published in college or high school newspapers or art or fair entries. Ask for an opportunity to submit some work if they are in need of material to fill some space. Negotiate a fee if it is accepted well by the public. Save copies of published work and add to portfolio for larger news papers and keep working your way up. As you can see you have to start small and submit to every little thing you can to have a portfolio.

Contact your local newspaper editor with copies of your work. If you have had anything published, bring copies. Ask for freelance work. The usual rate is $25 per job. Not much, but it's experience.
