From your post it seems that you don't really understand the air conditioning system. It might be best to take it to someone who does or at least find a friend who can help. AC compressors aren't SUPPOSED to engage until you have built up enough refrigerant pressure. The low pressure sensor is supposed to keep it from turning on. That's so that you don't destroy the compressor if a line broke and all of the refrigerant and lubricant leaked out. The lubricant is mixed with the refrigerant and if your system has no oil, it won't last long. If it's been completely open for any length of time you need to flush the refrigerant lines with a cleaner, then connect everything and evacuate the line with a specially designed vacuum compressor before you add oil and refrigerant. Once the system is charged, if everything else is working right, the compressor should run.

To check for bad compressor, I don't have what it is or not doing but in most cases when the compressor is bad it will lock up, clutch will engage and burn the belts up! if that happens you may as well to take it down to a/c shop you can trust and have them do the repairs, the system has to be cleaned out some parts will need to replace, it won't be cheep! that's the worst case. what i would check for is, is the clutch engaging? is any seals leaking on the compressor? are the hose's in good shape? if it is doing nothing, it may just need to be charged.

replacing freon is only possible if it has been properly been cleaned and recycled back to it's original state - the key to recharging a freon system is first to vacuum the tubes and then when it is in a vacuum - purge the system with nitrogen to rid the system of moisture - maybe twice - to make sure - then either install new freon or reinstall cleaned freon - as the system has failed - most likely due to moisture that has entered the system
