This sounds like adware/spyware has been installed on your machine. I recommend downloading Lavasoft's Ad-Aware program. It is a free program (there is a more robust retail version as well that you can buy if you so desire) that gets rid of adware/spyware such as the one you are encountering.

You'll be surprised how much it finds on your machine. (This is an actual company, so don't fear that it may have viruses, etc The company that I work for uses this on every PC that we have, it's great.)
If you take off your start-up programs, it may help. On windows XP go to the start button, run and type in msconfig. At the top of the window there are tabs choose the tab that says start-up. Uncheck everything it will not harm your computer. Click apply then ok. It will tell you to reboot your computer when it reboots a window will appear that states "You are using selective start-up" there is a box in the middle of the window that says "Do not show this messge again" click that. Anything from Internet Explorer 6 to Internet Explorer 8. If you do not want to have your computer get slowed down by cookies, etc., use Mozilla Firefox or Google Chrome, because Internet Explorer can really mess your computer up.
try installing anti virus software onto your comupter. then running a scan and removing the virus if there is one. if not there may be a problem with the internet explorer installed on that computer try redownlading internet explorer then reinstalling it. if all else fails take it into a computer repair shop. Solution: 1: Reset internet explorer and register all .dll files. 2: disable all unwanted services from startup and also delete from registry. 3: scan with spyware removal and trojon removal tool. 4: Restart the computer. and open internet explorer and set home page. 5: Restart internet explorer and reopen again.
