Two reasons...
1. Primarily because Cryptic and Atari want to make a lot of money
2. Secondarily because it costs some money to maintain the servers and content

STO is an MMORPG. It lasts indefinitely until the player stops playing. As long as you pay the monthly online fee, you play as much as you want.
Its fairly unlikely that it wont be a subscription based MMO unlike something like Guild Wars, while it would be nice to not have to pay monthly obviously, its pretty much certain we'll have to.

Star Trek Online no longer requires a subscription. It's free to play. You can each have your own account, with out needing to pay. Alternatively, you can have multiple characters on one account and you and your brother could have your own completely independent experience. However, if you went that route, only one of you could play at once.

In the scene where Kirk is in the Genesis cave, apparently in dire straits, he calmly eats an apple while discussing the Kobyashi Maru test, how he hates a no-win scenario, and how he cheated by re-programming the simulation to where it was possible to win. The scenes in the 2009 Star Trek movie pay homage to the earlier movie reference.
