Mussolini did many things to keep control in Italy. Four of the biggest things were instituting martial law and making himself dictator, forming an alliance with Germany, establishing a fascist regime, and enforcing very strict censorship laws.

Benito Mussolini boldly promised to rescue Italy by reviving its economy and rebuilding its armed forces. He vowed to give ITaly strong leadership. Mussolini had founded the Fascist Party in 1919. At first, he failed to win widespread. Finally, Mussolini oublicly criticized Italy's government.

First of all, the question is absolutely wrong, 'cause Mussolini never seized power.

King Victor Emmanuel III offered Mussolini the seat of the PM of Italy in 1922. Also you should keep in mind that the Fascist party of Italy gained 0% votes in 1919, and only 7% votes in 1921 elections; hence they could not have come to power via elections and the fascist party never seized authority.
