He stopped it by sending federal troops into western pennsylvania to end the protest once and for all. The significance o this action was that it showed the strength of the federal gov't (government) under the Constitution because they no longer used the Articles of Confederation. It was a fitting response to an immediate threat to the federal government.
The strength of the federal government helped to put the rebellion to rest. Shay's Rebellion is thought to be one reason why people rallied behind the Constitution.
The Whiskey rebellion was caused by the unfair tax that was placed on whiskey., Farmers then got together with each other to from a armed protest, where Washington and his troops crushed their rebellion.
The Whiskey Rebellion started in 1791 and occured because farmers were upset by the additional taxes put on Whiskey during George Washington's presidency. Because of the powers of the new United States Constitution (which were much stronger than those of the previous Afticles of Confederation) the rebellion was crushed. This showed the strength of the new strong federal government. It caused the Washington administration to be viewed as a success. It upped the public approval for the new government. It demonstrated the ablility and willingness of the government to quell violent uprsings in violent ways.
The government under the revised Articles of Confederation (Constitution) was able to put down the Whiskey Rebellion. Under the Articles of Confederation the government was unable to put down Shays' Rebellion, and had to rely on state militia, seeming very weak to the country.

The British, of course, did not recognize the Declaration and continued to send troops to contain the rebellion.
