Many European nations did go to war almost immediately, but this time in order to establish or restore their power and position in their colonies. And very quickly after Vienna a large number of uprisings started by people and nationalities who were unhappy with the 'restored' order.
After no more than 30 years, most of Europe was up in arms against its absolute rulers: the 1848 revolutions brought about hard-fought changes and wars such as those between Denmark and Prussia and Austria against a number of Italian States. In 1853 there was an extremely bloody war - the Crimean War - that lasted three years and involved six European nations. Then there was the Franco-Prussian war of 1870; and the list goes on.
The list of wars involving European nations in the 19th century is very long, mostly colonial wars but a great number of wars inside Europe as well. What kept Europe (only relatively) quiet for a few decades was not the result of the Congress of Vienna, but the result of a change of focus, from Europe to existing and new colonies.
