The plebiscite of 1800 was an affirmation of the Constitution of the year VIII, NOT a process to that elected Napoleon as Emperor. (he declared himself Emperor in 1804). It is also not true that he later took away the plebiscite, as he held another one in 1802 and 1804, used to affirm his belief that the French people approved of his proclamation of First Consul for life and the declaration of Empire, respectively. while he (or a bureaucratic organization underneath him) certainly fudged the results of the plebiscites to be overwhelmingly in his favor, they were still held. Napoleon also never used, "religion as a leash." Napoleon introduced some of the most liberal laws in Europe at the time in regards to religious freedoms. He decriminalized the practicing of the Catholic faith (with the Concordat of 1801) as well as made it legal to practice Judaism and to attend Protestant sermons.
While he certainly kept a tight rein on freedom of the press, he did not wantonly kill anyone who spoke out against him. Two of his most outspoken opponents, Chateaubriand and Madame de Stael, were never killed by Napoleon, yet remained opening vocal against his reign (Chateaubriand being a Constitutional Royalist and de Stael being a strict Republican).
