He wanted a "chocolate" candy that would not melt easily in the heat, and would be an economical artificial alternative to traditional chocolates. The Tootsie Roll was named after Leo Hirshfield's daughter. Leo Hirshfield is the inventor of the Tootsie Roll, and his daughters nickname was tootsie. So when Leo created the Tootsie Roll, he named it after his 5 year old daughter.
