In the books, She doesn't intend to. She has both Stephan and Damon's blood in her system when she drowns, which brings her back as a vampire.
In the TV show, again she doesn't intend to. With Alaric out to kill all original vampires Elijah and Rebecca think it would be best if Elena died so he would die with her. Rebecca causes Matt, who is driving Elena back home incase Stephan, Caroline and Tyler are dying (Damon isn't with them he's fighting Alaric), to drive off Wickery Bridge. When Stephan finds them Elena insists that he save Matt over her. Elena drowns. Before all this Elena hit her head and had internal bleeding that the doctor, Meredith Fell, gave her vampire blood to heal her. When she died the vampire blood wasn't out of her system, thus she comes back as a vampire.

Caroline is hurt so Damon makes her drink his blood to heal her, then later while she is healing Katherine kills her with a pillow while vampire blood is still in her system, therefore putting her in a state they call transition, in which the person in transition has to drink human blood and become a vampire or die

He thought she had no self-esteem and said he knew what could help - death - so he snapped her neck, which began her transitioning process.

So when Elena is being chased and she drives Matt's car off of Wickery Bridge and drowns she has enough vampire blood in her system to change, but there's a big surprise whenever she comes back.
