a topping for meat such as Hot Dogs or Hamburgers, or an appetizer serced with crackers or bread or a garnish for vasic soup recipes?
They're about the same. Yankees more often say piccalilli, Dixie residents are more likely to say chow-chow. Either is describing a pickled relish using a variety if vegetables. I have no sense what term a heartlander or west-coaster would use.

You can but most people only do it in the warmer monthes. Also if you are going to show the chow chow it does not fit the AKC requirements if you shave it.
The relish piccalilli enters the body through the mouth, when you eat it. I may not quite get this question
