If you know about databases already, you could teach yourself to use it. You could go to classes to learn about it. You could buy a book to teach you about it. You could look on the internet for resources and tutorials on it.

Access is a part of the Microsoft Office suite. Some versions, anyway... I don't think the "home" or "student" editions include it.

You don't download it unless you're part of the Microsoft Developer Network, and then you download it the same way you download all other Microsoft software.
