You don't normally adjust in the brake drum. There is usually an adjuster about halfway to the back, under the driver side. This is an oblong metal frame where the front cable joins the cable to the rear splitter. You tighten a nut in this box to adjust length of cable.

Release the brake and then adjust the tensioner until you get some tightness but not too much tension on the cable. You dont want to pull it tight unless the brake is on. If you gp to the end of the tension and still have no brake it might be too worn. or mis adjusted in the wheel drum. Loosen the tensioner and then check the drum adjustments.
