One of the "wheels" that the belt goes around is also the tension adjustment. When loosened it moves down to release tension. You may have to push and hold it down as well. To loosen a tension pulley on a 1991 Chrysler New Yorker, turn the nut in the center of the pulley. This will allow the pulley to slide in the cut-out groove so that the belt will loosen.
If it is a serpentine belt, the tension is automatically adjusted by the tension idler. If the belt is loose then the tensioner needs replacing. If it is a normal drive belt, then the alternator is mounted on a slotted bracket that allows you to adjust the position of the alternator. You can loosen the bolts and adjust the tension on the belt.
Assuming you have a serpentine belt on that 3.3L engine, the tension on the alternator would be controlled by the idler (tension) pulley. The alternator is stationary.

I have a 1054 and just put a new drive belt on it. It has a spring loaded belt tension pulley and there is no adjustment. Check and see if the spring has broken or come off the pulley.
The valves on all engines in a 1989 Chrysler New Yorker are not adjustable. The hydraulic lifters are self adjusting.
The correct belt tension will be maintained by the belt tensioner. The tension is not adjustable on this car.
You dont adjust the tension on a serpentine belt, Dodge uses a spring loaded tensioner located just below the alternator, If your belt is loose it is either worn, the wrong size belt or your tensioner has frozen and not moving. If it is a brand new belt I would suggest making sure the correct one was given to you from the auto parts store. If the belt has been on the vehicle for an extended period of time I would suggest replacing it.
The alternator is usally on an adjustable slide mounted to the engine. If you adjust the alternator on that slide to take the tension off the belt you should be good to go to put the new belt on. The routing diagram for routing the serpentine belt should be on a placard mounted under the hood on the frame. It should also be in your user's/maintenance manual. Make sure to adjust the alternator properly on its slide mount so that there is sufficient tension in the belt.
Just release the bolt that adjust the position of the generator, this will loose the old belt also, take the old one out and place the new one, ajust tha tension and tight the bolt.
Idle speed is not adjustable.
